The rules this license shares with every other level are under Applies to every license level.

Education or training
At least 1,110 clock hours2
Board-approved hair design curriculum at an Oregon school (hour-based): 1,110 hours with 455 practical operations, plus 20 hours of career development and 20 hours of Oregon laws and rules (required once).2
Who may teach it: Oregon school teaching a Board-approved curriculum; teachers must hold an active HLO certificate in the field taught. Schools approved by HECC before July 1, 2024 may continue their prior curriculum.2
Alternative: Proficiency-based (competency-based) schools: 455 hair design practical operations instead of an hour count.2
Alternative: Trained outside Oregon without an active license ("non-credentialed"): an Oregon school reviews your training records and gives a skills assessment and practical evaluation; then you take the written exams.2
Alternative: From January 1, 2027 (ORS 690.107, 2025 c.117): a provisional certificate lets you train under a practitioner certified at least five years when no school offering the field is within 50 miles; supervised hours count toward the education hours. Implementing rules not yet adopted as of November 7, 2026.10
Exam
Board-approved practical examination (given by the school) plus written hair design examination and Oregon Laws and Rules examination (at HLO)2
Given by: Health Licensing Office (written exams, walk-in at the Salem office); practical exam by the school7
Passing score: 75 percent on each written examination2
When you can take it: After the school sends HLO your transcript and practical exam score; then walk in to HLO to sit the written exams.7
Hair design written examination (questions from Milady and Pivot Point textbooks; 90 minutes)7
Oregon Laws and Rules written examination7
Practical examination administered by the school; score valid five years2
Written exams also offered in Spanish and Vietnamese7
Retakes: Retake a failed exam the next business day, up to the 10th failure; after that the Board may require more hours and practical operations. Each retake costs the exam fee again.2
Time limit: All written exams must be passed within two years of the application date, otherwise reapply and pay all fees again.2
Residency or citizenship
Two forms of original government-issued ID (one with a photo) are required at testing and application; names must match.7
Social Security number
Social Security or Individual Taxpayer Identification number required on the application (child-support and tax enforcement).8
Business requirements
Services must be provided in a licensed facility, unless you hold a freelance authorization; a practitioner not under a facility owner's control needs an independent contractor registration.5
Also required
Applicants trained outside Oregon must document prior training; foreign-language documents must be translated into English.7
