The board's words
“you must complete a Cosmetology Operator course consisting of 1,000 hours of instruction at a licensed school.”
Who may teach it: A school licensed by TDLR (public secondary, public postsecondary or private postsecondary); up to 500 hours by distance education and up to 100 field-trip hours.6
Alternative: A licensed Class A Barber needs only the 300-hour cosmetology specialty course, then both exams and the $50 application.7 - Exam
- Cosmetology Operator written exam and practical exam, administered by PSI for TDLR2
Given by: PSI2
When you can take it: Written exam after 900 of the 1,000 hours (the school reports eligibility); practical exam after all hours and the written exam.2

Practical exam (after all hours are complete and the written exam is passed)8 - Background check

You can ask the board to review your record before you apply2 - Also required
- Instructors: Texas no longer issues a separate barbering/cosmetology instructor license; a licensed school may employ as instructors people who hold the practitioner license for the services they teach.1

Moving to Texas with a license from another state
These are the routes TDLR publishes for the Cosmetology Operator license. The other cosmetologist licenses have their own routes in their sections below.
- Route
- License by endorsement
- What the board says
- License by substantial equivalence for people licensed in another state, territory or country: certified transcript of hours, proof the other license was obtained under standards substantially equivalent to Texas, active license in good standing, age 17+, and the $50 substantial-equivalence fee plus the $50 application fee. Without proof of equivalent standards, the Texas written and practical exams are required.4
- Conditions
- Missing school hours can be replaced by documented licensed work experience outside Texas at 25 hours per month worked, up to 300 hours; otherwise finish the hours in a Texas school.4
TDLR may waive any requirement for a license from a jurisdiction with substantially equivalent requirements; no personal interview may be required.1
TDLR's out-of-state page is an interactive questionnaire (state, license status, license type, training, years licensed, military status).13 - Fee
- $505
- Route
- Temporary license or permit
- What the board says
- Provisional license while a substantial-equivalence application is pending, for applicants licensed in good standing at least two years in a substantially equivalent jurisdiction (including passing a national or other recognized exam); TDLR decides within 180 days; available only once.4
Military service members, veterans and spouses: A practitioner on active duty in the U.S. armed forces does not have to renew; TDLR must renew the license on application and payment of the renewal fee within 90 days after release or discharge. TDLR has a Military Outreach page for service members, veterans and spouses.1
