Is there a Oklahoma general contractor license?
No. Oklahoma does not license general contractors at the state level.1
- There is no state general contractor license, but trade work needs a CIB trade license or registration (electrical, mechanical, plumbing, roofing). A general contractor either holds those or uses licensed trade contractors.1
- Roofing: resident and nonresident roofing contractors must register with the CIB ($75 a year). A general or prime contractor bidding work beyond roofing is exempt if it subcontracts the roofing to a registered roofer in good standing. A roofing-only bid needs registration.2
- From January 1, 2028, residential roofing work needs a CIB Residential Roofing Endorsement (PSI exam, 70% to pass, 4 hours of CE a year). Roofers registered on or before January 1, 2027 can be grandfathered during 2027.3
- Prime contractors and registered roofers must make sure every roofing subcontractor is registered and holds the right endorsement.3
The official wording“General Contractors are not currently required to have a state license in Oklahoma for general contracting. However, trade licenses/registrations are required for performing, or offering to perform, licensed/registered trade work. Further, local jurisdictions should be contacted for any local requirements.”1

City and county licenses
Oklahoma leaves general contractors to cities. Oklahoma City requires a $100 annual building contractor registration with liability and workers compensation insurance. Tulsa registers contractors on a Permit Center account and contractor registration form with proof of liability insurance. Broken Arrow offers contractor license registration. Norman's license page lists only trade, sign and structure-moving licenses.1
| City or county | What it requires | Link |
|---|---|---|
| Oklahoma City | Anyone contracting for work on private property that needs a building permit must register as a building contractor (OKC Municipal Code 12-1). Fee $100. Needs general liability insurance (at least $50,000 per occurrence), workers compensation (at least $100,000 per occurrence) or an exemption form, an immigration affidavit if applicable, and a Contractor Information Sheet. Renews annually online at access.okc.gov. The OKC menu labels this registration "Building Contractor (Residential Only)".4 | Official page4 |
| Tulsa | Contractors register with the Tulsa Permit Center on its Account Information and Contractor Registration form (dated August 2016; "Building" is one of the trade boxes). The account holder agrees to give proof of general liability insurance naming the City of Tulsa as additional insured. No fee, exam or renewal rule for building contractors was found on the city site.5 | Official page6 |
| Norman | Norman's license page lists trade contractor licenses (electrical, mechanical, plumbing, which require an active CIB license), sign contractor licenses and structure moving licenses. It lists no general or building contractor license.7 | Official page7 |
| Broken Arrow | Broken Arrow's Community Permitting and Licensing Division registers and renews contractor licenses, and building permits are required for any structure built in the city.8 | Official page8 |
